In my little town, three of the five councilmen have broken the Brown Act many times in setting and implementing their private agenda to get rid of 1) the city clerk, 2) the city engineer, and 3) the city manager -- all very competent people. The goal was to replace them with their friends. They called a special meeting 2 days before a regular council meeting to install their friend as temporary city manager. This guy has no experience except for the 1 year he spent as city mgr of this town many years ago. He has lots of problems with the locals.
Quite a few people showed up the following Monday to give opposing remarks. It made no difference. This coming Monday they plan to install him as permanent city mgr. No ads have been placed, no other candidates, not even a resume was given to other city councilmen. The "candidate" has bragged to more than one person about his three votes on the council.
It's pretty much known in town that the council vote will always be 3-2, with the three deciding ahead of time how they will vote.
How can citizens combat this?
