Is there a sample format or copies of letters we can use for requesting information from the courts?

If they are receiving federal funding, would they be subject to FOIA?

I would like a letter that would satisfy these if possible.

There's no model or sample letter I've seen, and no form required.  If you are seeking information about court administration rather than particular cases, you can simply use a written request that cites both common law under Pantos v. City and County of San Francisco (1984) 151 Cal.App.3d 258, and California Rule of Court 10.802.  Federal funding would not make the courts subject to FOIA, although FOIA could be used if necessary to seek information from federal agencies that fund the courts.
