Tonight at our city council meeting myself and a friend were going to share a statement regarding a local issue.  We had asked the city clerk upon submisson of cards indicating our desirre to speak that we needed to have her keep the cards in the order given as one oif us would  start and the other finish.  Somewhere along the passing of the cards, the positions were shifted and my card which should have been 2nd was then first. I apporached the podium and asked the mayor and Council to allow me to defray my position to my associate and that I would request to spek after he did. The Mayor promptly spoke out, that no she would not and that I would have to first speak because she pulled my card first.  The mayor is aware that my associate and I are members of a local PAC that are the watchdog for our city. I attempted to explain that our presentation was set up for me o close, still would not agree to let my associate go first. Is this a "Brown Act" violation?
